It’s not an advanced photo editor, but you can get all the basics done and I personally use it for all my annotation needs. However, to access this app, you will need Linux support on your Chromebook, which I presume is available on all modern Chromebooks. It’s the best alternative to Microsoft Paint on ChromeOS.
